I want to make the outlined portion of the blow image static, so that when one scrolls down the forum, it remains in place and is constantly accessible.

I know how to make just the menu static, but I want the entire header to do it, too. Any help would be amazing. I'm happy to do the legwork if someone is willing to explain what I need to do.

Unfortunately with this particular theme it would require to making the user area (#bnr) static as well due to the way the way that the header-l and header-r images are laid out. It can probably be done but it would take some work to accomplish and certain images would also need to be altered to make it look right.

Shouldn't be that difficult really, but it is going to chew a lot of screen height. As long as you don't mind that.

I don't. We're used to a static header, so there has been a lot of flailing around looking for it.

And like I said, I don't mind doing the legwork if someone is happy to point me in the right direction. I just don't know where to start.

Oh, it can be done but put it this way. With the images involved in this particular theme it would be more work than expected. The head-l.gif and head-l.gif images blend somewhat with the bdy-tl.gif and bdy-tr.gif images. To get a seamless static header area it would take more work than simply altering css as with most other themes.
I am thinking at minimum, the bottom of the head-l.gif and head-l.gif images would need some doctoring along with some sort of added bottom border for #bnr to give it a finished look as opposed to just cutting off the head-l.gif and head-l.gif images at the bottom and calling it a day.

But, since it's not that difficult, go for it.  ;)

^ What he said. Basically, grab the psd and tweak the header images, then do a bit of css jiggery. If you're still stuck by the weekend I'll take a look at it.
